At New York Electrical Inspection Agency, we are closely monitoring developments with the new NYS Uniform Code to keep you informed about how upcoming changes will impact electrical installations in New York State, particularly with the adoption of the 2023 National Electrical Code (NEC).
To clarify, the Code Council in New York State is a group of 19 members appointed by the Governor (some with Senate confirmation). This Council is responsible for maintaining and updating the State’s building and energy codes.
On July 25, 2025, the Code Council voted to adopt the 2025 Uniform Code and the 2025 Energy Code which is expected to be officially filed as early as September of 2025. Once filed, the transition period begins and during that time, new electrical projects may comply with either:
- the current 2020 Uniform Code (which references the 2017 National Electrical Code), or
- the new 2025 Uniform Code (which references the 2023 National Electrical Code).
The anticipated official effective date of the 2025 Uniform Code will be December 31, 2025. Once that occurs, all electrical installations with a building permit issued on or after that date must conform to the 2023 National Electrical Code.
Please note that projects with a valid building permit issued before that effective date may continue to use the 2017 National Electrical Code and will not be affected. This ensures ongoing jobs can proceed without disruption.
